There is a proposal that if I block person X, or if X posts just a score with no TN and I asked to only be shown nes accompanied by TNs, the average score shouldn’t include the blocked scores.

Yes, the average is not computed and stored for each user. Not going to happen. However, in our desktop site (not mobile, not classic) click on the score. You will see a drilldown which DOES have a custom calculated score that does EXACTLY what you are asking. We added this over a decade ago.
