Even if the water isn't "hard," it can still contain enough particulate matter to over time build up deposits. After washing a decanter, I suggest rinsing with very hot water, and then tipping the decanter upside down to dry. I was given a decanter by a coworker who never used it. I was incredibly stanied with hard water build up. I dumped white vinegar into it and allowed it to sit for 24 hours. I then emptied it, added white vinegar again, put my hand over the top and shook vigorously for several minutes. I could see I had reduced the amount of buildin up, but it still needed additional cleaning. Iadded white vinegar and let soak for another 24 hours. Then I poured it out, added decanter beads, and very hot water. I had to continue to repeat this process for almost a week, but with a gallon of white vinegar, time, and patience, I eventually got it all off and have a nice looking decanter.
