For the benefit of the non-WB people, can we get a definition? Even as a (very) occasional lurker over there, I really don't have a grasp on the meaning, other than it is some dude's name. Something about popping the cork as soon as it's in your possession?

Mike Pobega is legendary for opening wines, even really long agers, the very moment he receives a shipment. So to pobega a wine is to open it right away.
