Does anyone know whether using wood stain and/or varnish to refinish the panelling on the inside walls of the cellar can negatively affect the taste of the wine stored therein?

It should be OK if you let it dry with adequate ventilation so no residual fumes remain.

I left the white pine v-joint T&G I used in mine unfinished. If I were to finish it I would probably use a water based polyurethane top coat over a water based stain. I don't think there is any real risk unless you want to use lacquer or some really slow drying oil based finish, but I like the look of the pine siding and why take the chance.

We paintet the walls. When I discussed the issue of stain for the racking, our designer (lots of experience nationwide) said he did not think it would have a negative effect and was often done. We went with unfinished red wood racks but considered staining a viable option (would have been done offsite, prior to installation).

Painted the walls with latex before shelves, bins and racks were installed. Built the bins and sleeping cabinets from furniture grade plywood, and did not apply any paint or finish. Built the racks from cedar and also did not apply any finish. Cellar always has a pleasant cedar smell.
