Not really sure where you are getting your math there, but $3.7mil is only about 2.4mil GBP. That's about 7%. It's way less than a tenth. Not debating politics, just math. Pure math. (Yes, I think 3% is a lot. A million has a lot of zeroes.)

You are correct that 3% of millions, either dollars or pounds, is quite alot of money. However, I did use the modifier "about" a tenth, which should account for the +/- 3% variation.
