And in my past experience, yes, free agents are available after all waivers are processed, just like before. I don't have an answer to the tie-breaker question, but I'd assume it would be based on the current inverse standings (lower team in the standings gets priority). Honestly, in the past, it didn't make a huge difference, because the top players in the league are taken in the draft. With an 8 team league, there's plenty of talent out there and not enough roster spots to stash that many players, even with 6 bench slots.
