In my opinion that would qualify; the journey is worth it and there's no minimum rate of consumption (is there?) . Perhaps, strictly speaking, the writer should have finished the bottle at the time of writiing, but surely one's thoughts and visions through the course of the bottle are appropriate, no? The "in wine there is truth" thing applies to us in different ways, as well as its desire for expression.
While not encouraging people "to drive after drinking," I'd say that 1 drink per hour means never raising the blood alcohol level much - we're getting rid of ~1 drink per hour via exhalation, so at any given point one should effectively have no more than 1 drink in them.
